Is there is anyone like You who could govern the town of ayOdhyA such that - the people of the town, the citizens of the country, and the blessed sages would become exultingly fortunate?
Being bestowed with three spells of rain every month, attaining proficiency in all arts and crafts and attaining a long life, did they (people) not remain bereft of intrigue and arrogance?

A Is there is anyone like You who could govern the town of ayOdhyA such that -
the people of the town (UrivAru), the citizens (janulu) of the country (dESa), and the blessed (vara) sages (munulu) becoming (ayyE) exultingly (uppongucunu) (literally swelling with pride) (munuluppongucunu) fortunate (bhAvukulu) (bhAvukulayyE)?
C Being bestowed (kaligi) with three (mUDu) spells of rain (vAnalu) every month (nelaku),
attaining (kaligi) proficiency (nErpu) in all (akhila) (vAnalakhila) arts and crafts (vidyala) and

3 – nelaku mUDu vAnalu –In tamizh, this is called ‘mummAri’. Please refer to ANDAL tiruppAvai ‘ Ongi ulagaLanda’ wherein she describes the benefits of singing the praise of the Lord. SrI tyAgarAja has brought, in condensed form, the description of the reign of SrI rAma, contained in SrImad vAlmIki rAmayaNa – yuddha kANDa, Chapter 128 (rAma paTTAbhishEkaM), verses 98 – 106.
The description of ‘mummAri’ – three rains in a month - is given in tamizh treatise ‘vivEka cintAmaNi’, verse 26 as under –
